(1)
When CategoryCoordinator (later on CatCoor) want to re-assigne (add in CC field)
a problem report to somebody who are not registrated in PRS it will fail.

(2)
When CatCoor will re-assigne to somebody who are registrated but not have
"CatCoor" privilege that person will not be able to change status of the problem
report.

When a new problem report is created, it is not possible to assign the problem to a person
different than the default responsible for the assigned category. Always the default responsible
will be selected and it will be necessary to make a further step to change the responsible.

No longer applies. Bugzilla system has changed to new version since long time....
