The time threshold for isomers production is not the same if RadioactiveDecay process is registered or not.
In Geant4 11.0 : 1 microsecond and 1 nanosecond respectively. 
In attachment, printout of /process/had/verbose with and without RadioactiveDecay registered.

Default threshold half-life now set to 1 ns in G4Radioactivation.cc
This is now the same as that in G4DeexPrecoParameters.
