Patch for get_bin_content of h2

Dear all, 

Working on Geant4 physics validation tests we found that get_bin_content of h2 doesn't work. We are attaching our patch for this issue.

Dear Dmitri and Grigory,

Thank you for reporting the problem and providing a patch. The fix is included in the development version and will be also included in the next patch to 10.7. 
The same problem is also fixed for h3 getter.
