I am try to compile latest Geant4 10.7 code (tag geant4-10-06-ref-10)
on Windows 10with Visual C++ 2019 and Qt 5.15.1.
cmake configuration and compilation finished without errors but G4ptl.dll
placed in {INSTALL_DIR}/lib directory when all other
.dll installed into {INSTALL_DIR}/bin

Fixed in MR 1351, will be in 10.7 release
