Dear Sir, 

I test a geometry: 1860keV protons hit a Lithium target (G4_Li). When I use QGSP_BIC_AllHP physics I observe the intense 2009keV gamma line. But this proton energy is below the neutron production threshold 1881 keV in (7)Li(p,n)(7)Be reaction when we should observe prompt gamma rays with an energy of 2032keV from lithium.

With QGSP_BIC_HP this gamma line is absent.

I cannot reproduce your problem. Which geant4 version and G4TENDL version are you using? 
It would be better if you could send me your code (privately if you prefer)
