Disclaimer: Attempts to reproduce this behavior without first considering the bug filed in https://bugzilla-geant4.kek.jp/show_bug.cgi?id=2092 will not be fruitful, as the reaction described will not occur.

Photonuclear reactions on the deuteron are of the form gamma + d -> p + n. In the current implementation, low-energy (< 140 MeV) photonuclear reactions on deuterons do not result in the nucleus breaking apart; instead only multi-photon final states occur, e.g. gamma + d -> d + gamma or gamma + d -> d + gamma + gamma, etc, which is incorrect.

I'm re-classifying this report as "enhancement".
Producing better final states for deuteron targets will require additional model development.
