This is a question about "G4LowEnergyPhotoElectric.cc".
If no secondaries are produced , photoelectric absorption should accompany
the localEnergyDeposit equal to incident photon energy.
But, the localEnergyDeposit  calculated in "G4LowEnergyPhotoElectric.cc"
seems to reduced by the electron binding energy of the shell, even if
photoelectron does'nt be emitted.
