The kinetic energy of decayed particles is not set to zero.

After invocation of decay, the parent track is killed and its status is set to
"StopAndKill". Other properties (energy, position, polarization etc.) of the
parent track after decay remains the values just before decay (these properties
may be different from the pre-step point)
