This is a known problem. A bug fix will be included in the patch release.

for technical reasons, the fix did not make it into the patch.
It is presently with system testing. For the time being, please pick
up a tar file containing the de_excitation and pre_equilibrium directories
from http://cmsdoc.cern.ch/~hpw/
