Fix Wentzel citations

In several source files, a 1926 paper by G.Wentzel is referenced.  It is given as being from 1927, however it is actually from 1926:

The attached patch just changes "1927" to "1926" to make this article easier to find.

Never mind.  I am almost sure that Springer is wrong about the date of this paper and that the code has the right date.

Ok, now that it is 2023, the relevant issues of the journal are out of copyright and available for viewing online, e.g.

And it is clear from them that this paper is, as Springer says, from 1926 (submitted, accepted and published all that year).  So the correction is needed after all.

Bumping this trivial patch.  Can it be merged?  As a reminder, the only thing it does is change comments to make a reference to a paper correct.  Eight times, it changes "1927" to "1926".
